For a UK project, the Chinese porcelain tile manufacturers that can be named with confidence are the three Shenzhen-listed building-ceramics groups whose 2025 annual reports show tile as their main revenue line: Guangdong Dongpeng Holdings (003012), Monalisa Group (002918) and MarcoPolo Holdings (001386). The rest of a UK tile schedule is better approached by manufacturer type, because a UK order turns on tile format at the border, the designated standard for Great Britain and a pendulum slip result rather than on a brand name.
This page is written for developers, general contractors, builders, commercial project owners, interior design and construction companies and FF&E solution providers with residential, student housing, hotel, office or retail schemes in England, Scotland, Wales or Northern Ireland, and a porcelain package large enough to be planned in containers rather than pallets.
What Changes When the Destination Is the UK?
FBM Sourcing already publishes destination versions of this list for the United States, for the Gulf and for Australian commercial work. The plants in China are largely the same; the rules on arrival differ, and for the UK three carry most of the weight:
- A trade remedy that depends on tile size. Great Britain keeps an anti-dumping duty on ceramic tiles from China, but under the variation published in October 2024 it no longer applies to certain larger formats.
- A mandatory designated standard. Designated construction product standards are mandatory in Great Britain, and the edition designated for ceramic tiles is not the newest one in the BSI catalogue.
- A slip assessment that leans on the pendulum. The Health and Safety Executive prefers the pendulum test for floors, and the UK standards committee relies on it for wet conditions.
Which Chinese Porcelain Tile Makers Can Be Named from Their Own Annual Reports?
We name a company only when, as of September 2026, it is listed under its own code without a risk-warning prefix, its registered details appear on the exchange’s company page, and its latest annual report shows ceramic tile as a line in the revenue breakdown by product. We read the 2025 annual reports and 2026 half-year reports filed with the Shenzhen Stock Exchange; none of the three is on the Hong Kong list of securities.
Guangdong Dongpeng Holdings Co., Ltd. (Shenzhen, 003012)
Listed on 19 October 2020 and registered in the ceramics industrial city of the Qingyuan high-tech zone, Guangdong. The 2025 annual report splits revenue by product into glazed tile, unglazed tile, sanitary ceramics and bathroom products; glazed tile alone was 83.39% of 2025 revenue. It describes eight production bases in China and a range from slabs to glazed, rustic and vitrified tile. Revenue booked outside mainland China was 2.48% of the total in 2025 and 3.08% in the first half of 2026.
For a UK scheme the point is one group covering field tile, wall tile and bathroom products. The report also says the company helped lead the drafting of GB/T 45817-2025, the Chinese quality grading standard for ceramic tiles, and holds its top 5A grade. That is a Chinese domestic grade, not a GB designated standard, and it does not replace a Declaration of Performance.
Monalisa Group Co., Ltd (Shenzhen, 002918)
Listed on 19 December 2017 and registered in Xiqiao, Nanhai District, Foshan. Its product table is the most specific of the three, and the report defines its categories: porcelain glazed tile means water absorption of 0.5% or less with a glaze, non-porcelain glazed tile means absorption above 0.5%, and ceramic panels are pieces no thicker than 6 mm with a face of at least 1.62 m2. In 2025 porcelain glazed tile was 81.14% of revenue and ceramic panels with thin tile 12.38%.
The report lists four production bases, says sales are mainly domestic with international markets as a supplement, and records a new overseas business division in 2025; revenue outside mainland China was 0.82% of the 2025 total. Three of its staff are registered experts with ISO/TC 189, the ISO committee for ceramic tiles. For a UK package the relevant capability is thin and large panels for cladding and reception walls.
MarcoPolo Holdings Co., Ltd. (Shenzhen, 001386)
Listed on 22 October 2025 and registered in Gaobu Town, Dongguan. It has the narrowest product table: glazed tile was 97.88% of 2025 revenue. The report describes five production bases, in Dongguan and Qingyuan in Guangdong, Fengcheng in Jiangxi, Rongchang in Chongqing and the US state of Tennessee, and says the Dongguan and Qingyuan bases use sea freight to serve export. Revenue outside mainland China was 6.07% of 2025 revenue and 7.85% in the first half of 2026, the highest share of the three.
The three side by side
| Company | Code | Tile lines in the 2025 product table | Share of 2025 revenue outside mainland China | Production bases named in the report |
|---|---|---|---|---|
| Guangdong Dongpeng Holdings | SZSE 003012 | Glazed tile, unglazed tile (with sanitaryware as a separate industry line) | 2.48% | Eight bases in China |
| Monalisa Group | SZSE 002918 | Porcelain glazed, porcelain unglazed, non-porcelain glazed, ceramic panels and thin tile | 0.82% | Foshan, Qingyuan, Teng County, Gao’an |
| MarcoPolo Holdings | SZSE 001386 | Glazed tile, unglazed tile | 6.07% | Dongguan, Qingyuan, Fengcheng, Rongchang, Tennessee (US) |
All three are overwhelmingly domestic businesses. None of their 2025 annual reports names the United Kingdom as a market, so this page makes no claim about UK project history for any of them; ask each company for references.
Why Does Tile Format Matter at the UK Border?
Trade remedies notice 2024/10, published on GOV.UK on 8 October 2024, gives effect to the Secretary of State’s decision to accept the Trade Remedies Authority’s recommendation after transition review TD0027. It does three things that a UK tile schedule should be read against:
- It keeps the anti-dumping duty on ceramic flags and paving, hearth or wall tiles, ceramic mosaic cubes and similar, and finishing ceramics, imported under UK Global Tariff codes 6907 2100 00, 6907 2200 00, 6907 2300 00, 6907 3000 00 and 6907 4000 00.
- It removes the duty from single tiles whose largest surface exceeds 0.36 m2, or which have an edge longer than 600 mm, unless the differential relief on the largest surface exceeds 3 mm. Those excluded goods are declared under additional code 8A58.
- It extends the measure until 24 November 2027, and says the Trade Remedies Authority will notify interested parties in time for an expiry review application.
The notice sets the duty rate per named Chinese exporter, with a residual rate for everyone else, so the legal name of the exporter of record matters as much as the brand on the carton. Split a UK tile package on paper before pricing it: lines at 600 mm and under, large panels above the threshold, and any structured surface that might exceed the 3 mm relief condition. Your customs broker confirms classification and the exporter’s position on the day of import; we do not quote rates here because they are exporter-specific.

Which Marking and Standard Apply to Porcelain Tile in Great Britain?
GOV.UK guidance on the Construction Products Regulation in Great Britain records a written ministerial statement of 2 September 2024 on CE recognition and states that the CE mark will continue to be available for construction products on the GB market; the UKCA mark can also be used, and qualifying Northern Ireland goods take CE or CE with UKNI. The guidance on placing UKCA or CE marked products in Great Britain, updated in August 2026, adds that designated construction product standards operate on a mandatory basis under the Construction Products Regulations 2013.
For ceramic tile, the edition matters. The consolidated list of designated standards for construction products, version 2 dated 26 September 2025, lists EN 14411:2012. The BSI catalogue, meanwhile, shows BS EN 14411:2016 as the current, not withdrawn British Standard, marked as under review, which superseded BS EN 14411:2012. Ask which edition the Declaration of Performance and carton marking refer to, and align the project specification with it.
The scope is also narrower than a typical tile schedule. BS EN 14411:2016 covers extruded and dry-pressed tiles, including mosaics, for floors, stairs and walls, and is not applicable to mesh-backed products, to decorative accessories and trims such as edges, corners, skirting, capping, coves and beads, to tiles made by other processes, to tiles for external road finishes, or to ceiling finishes. Skirtings, nosings and mesh-mounted mosaics therefore need their own product data. The article on UKCA and CE marking for China-made products on UK projects covers approved bodies and importer duties.
How Is Slip Resistance Assessed on UK Projects?
Where a tile data sheet quotes an R value, that figure comes from the DIN 51130 ramp. The Health and Safety Executive’s technical information sheet GEIS2, Assessing the slip resistance of flooring, first published in May 2012, describes the pendulum coefficient of friction test as its preferred method and interprets pendulum test values using a UK Slip Resistance Group table from 2011:
| Pendulum test value (PTV) | Slip potential (HSE GEIS2, Table 1) |
|---|---|
| 0 to 24 | High |
| 25 to 35 | Moderate |
| 36 and above | Low |
The sheet specifies Slider 96 rubber for shod pedestrians and Slider 55 for barefoot areas, and records HSE’s reservations about the DIN ramp methods: neither uses contaminants representative of workplaces, and the classifications have sometimes led to the wrong floors being installed.
The standard behind the pendulum has changed since that sheet was written. GEIS2 refers to BS 7976 Parts 1 to 3 of 2002. BSI now lists BS 7976-2:2002+A1:2013 as withdrawn, and the national foreword of BS EN 16165:2021 states that it supersedes BS 7976-1, -2 and -3. EN 16165 has four methods: barefoot ramp, shod ramp with oil, pendulum and tribometer. In that foreword UK committee B/507/7 states that the pendulum test in Annex C is the only one of the four that should be relied upon to assess the risk of pedestrian slipping in wet conditions.
So ask for wet pendulum results to BS EN 16165:2021 Annex C for each floor finish, with the slider stated, and treat an R value as supporting data. Our explainer on slip resistance ratings for commercial tiles covers R ratings, DCOF and P ratings for other markets.
What Kinds of Plant Supply the Rest of a UK Tile Schedule?
The Monalisa report, citing the China Building and Sanitary Ceramics Association, puts national ceramic tile output in 2025 at 4.86 billion m2, and the MarcoPolo report gives the same figure. Most of that volume comes from unlisted plants, described here by type because their capacity cannot be read from a public filing.
- Standard-format porcelain plants. Rectified 600 x 600 and similar formats for apartment floors, corridors and back-of-house areas; these fall inside the anti-dumping measure. Evidence to request: a Declaration of Performance naming the EN 14411 edition, and pendulum results per finish.
- Large-panel and thin-panel lines. Formats beyond the size threshold for feature walls, cladding and vanity tops. Evidence to request: flatness data for the exact size, crate design and a surface relief statement if the face is structured.
- External and paver producers. Thicker porcelain for terraces and podiums. Evidence to request: wet pendulum results and load data for the chosen support system.
- Mosaic and trim makers. Mesh-backed mosaics, coves and skirting outside EN 14411. Evidence to request: separate product data, and a glaze and colour match against the main floor tile.
Evidence to Request for a UK Porcelain Tile Package
Per tile reference on the schedule:
- A Declaration of Performance stating the standard edition, plus a sample of the carton marking.
- Wet pendulum results to BS EN 16165:2021 Annex C from an accredited laboratory, for every floor and external finish.
- A size and relief statement so the broker can place it against the anti-dumping measure.
- The legal name of the exporter of record, in writing.
- Water absorption results, so a higher-absorption wall tile is not moved onto a floor or exterior.
- Shade and calibre codes on every carton, with signed control samples.
- ISPM 15 marking on pallets and crates; GOV.UK guidance requires wood packaging material on imports into Great Britain to meet ISPM 15.
Where the programme allows, order each series with attic stock and wastage from one production run; our note on tile wastage allowances sets out how to size that.
Where FBM Sourcing Fits on a UK Tile Package
FBM Sourcing works as the project’s sourcing partner in China. On a UK porcelain package that means reading the schedule against the three UK questions above, splitting it across plant types, collecting Declarations of Performance and pendulum results, confirming the exporter of record for your broker, running sampling and shade approval, and carrying out one inspection by our own team at the factory once bulk production is finished, before shipment, with photo and video records. Your own project team is welcome to attend the inspection with us.

Frequently Asked Questions
Which Chinese porcelain tile manufacturers can be verified for a UK project?
Three Shenzhen-listed groups show tile as their main revenue line in their 2025 annual reports: Guangdong Dongpeng Holdings (003012), Monalisa Group (002918) and MarcoPolo Holdings (001386); none of those reports names the UK as a market, so ask each company for UK references.
Does the UK anti-dumping duty apply to large-format porcelain panels from China?
Under trade remedies notice 2024/10 the duty does not apply to single tiles with a largest surface over 0.36 m2 or an edge longer than 600 mm, unless the relief on the largest surface exceeds 3 mm, and those goods are declared under additional code 8A58; the measure runs until 24 November 2027, and your broker should confirm the position at import.
Do porcelain tiles from China need UKCA or CE marking in Great Britain?
GOV.UK guidance states that the CE mark remains available for construction products placed on the GB market and that the UKCA mark can also be used, with CE or CE plus UKNI for qualifying Northern Ireland goods; the designated standard listed for ceramic tiles in the September 2025 consolidated list is EN 14411:2012.
Is an R rating enough to show slip resistance on a UK project?
Usually not on its own: HSE’s GEIS2 sheet prefers the pendulum test and classifies a pendulum test value of 36 or more as low slip potential, and the UK foreword to BS EN 16165:2021 says the pendulum is the only one of its four methods that should be relied upon for wet conditions.
Does BS EN 14411 cover skirting, stair nosings and mesh-backed mosaics?
No, the scope of BS EN 14411:2016 excludes mesh-backed products and decorative accessories and trims such as edges, corners, skirting, capping, coves and beads, so those pieces are documented separately and matched in colour to the main tile.
