The office furniture manufacturers in China that a US corporate project can verify in public filings are UE Furniture (SSE: 603600), Henglin Home Furnishings (SSE: 603661) and Loctek Ergonomic Technology (SZSE: 300729); the rest of a US office package comes from private workstation, storage, seating and casegoods plants. What makes any of them usable on a US corporate project is the US specification layer: an ANSI/BIFMA X5.1 test report for each chair model, the permanent flammability label required by 16 CFR 1640 on upholstered seating, TSCA Title VI labelling on composite wood panels, and the fabric and foam smolder evidence behind that label.

What Does a US Corporate Project Add to an Office Furniture Specification?
Four documents decide whether office furniture made in China clears submittal on a US corporate project. None is a general factory certificate; each attaches to a product, a component or a label.
- ANSI/BIFMA X5.1 for office chairs. Task and conference seating on a US corporate project is specified against ANSI/BIFMA X5.1. The evidence is a test report for the specific chair model from a laboratory the specification accepts, not a statement that a factory works to BIFMA. We do not state for any manufacturer in this article that it holds a BIFMA listing.
- 16 CFR 1640 on upholstered seating. Part 1640 of Title 16 of the Code of Federal Regulations is the federal Standard for the Flammability of Upholstered Furniture, codified by the Consumer Product Safety Commission in 2021 under Public Law 116-260. It applies to upholstered furniture manufactured, imported or reupholstered on or after 25 June 2021; the required standard is California Technical Bulletin 117-2013; and since 25 June 2022 each manufacturer must place the statement “Complies with U.S. CPSC requirements for upholstered furniture flammability” on a permanent label on the product. - TSCA Title VI on composite wood. Under the EPA rule at 40 CFR Part 770, hardwood plywood, medium-density fiberboard and particleboard, and finished goods containing them, must be labelled as TSCA Title VI compliant; the EPA states that after 22 March 2019 composite wood products must carry that label, and the rule includes provisions on laminated products, product testing, labelling, recordkeeping and import certification. Desks, pedestals, storage and casegoods are finished goods containing these panels.
- Fabric and foam behind the label. TB 117-2013, the standard that 16 CFR 1640 incorporates, is a smolder-resistance test for cover fabrics, barrier materials, resilient filling materials and decking materials used in upholstered furniture. The bulletin states that its methods are not intended to measure performance under open-flame exposure, so any open-flame requirement is a separate item the specification has to name explicitly.

Listed Chinese Companies With an Office Furniture Revenue Line
Three Chinese companies with office furniture in their published product breakdown can be checked in exchange records and annual reports. We list them because their filings are public, not as a ranking; the order follows the exchange code. For each one we checked the exchange listing on 22 September 2026 and read the 2025 annual report’s main-business-by-product table. The word BIFMA does not appear in any of the three reports, so no certification claim is made here for any of them.
UE Furniture Co., Ltd. (SSE: 603600)
Registered in Anji county, Zhejiang, and listed on the Shanghai Stock Exchange main board since January 2015. In its 2025 annual report the main-business-by-product table carries a separate office chair line alongside sofas, and the production and sales table reports office chair output in units. Overseas revenue is larger than domestic revenue, and the report describes a strategy of moving from a mainly export and ODM/OEM model towards a balance between export and domestic sales. It lists subsidiaries in Vietnam and Romania, and its industry section describes the United States as the long-standing largest export market for Chinese office chairs, citing customs data. Role in a US office package: task and conference seating, ODM or own range. Evidence to request: the ANSI/BIFMA X5.1 test report for the exact chair model, the TB 117-2013 component reports and a label sample for any upholstered model, and written confirmation of which production base the quoted product ships from.
Henglin Home Furnishings Co., Ltd. (SSE: 603661)
Registered in Anji county, Huzhou, Zhejiang, and listed on the Shanghai Stock Exchange main board since November 2017. Its 2025 annual report shows office furniture and upholstered furniture as the two named product lines in the main-business-by-product table, and the production and sales table reports office chairs in units. Overseas revenue accounts for the large majority of main-business revenue. The report describes a dual track of ODM and own-brand business, with own brands contributing more than half of main-business revenue in 2025, and manufacturing in China, Vietnam and Switzerland; it states that the Vietnam base’s capacity can fully cover the company’s export demand to the United States. Role in a US office package: office seating and upholstered lounge pieces, ODM or own range. Evidence to request: the same per-model documents as above, plus the panel supplier’s TSCA Title VI documentation wherever a quoted item contains composite wood.
Loctek Ergonomic Technology Corp. (SZSE: 300729)
Based in Ningbo, Zhejiang, and listed on the Shenzhen Stock Exchange since December 2017. Its 2025 annual report has no separate height-adjustable desk revenue line: the product line in the main-business-by-product table is the ergonomic product series, and height-adjustable desks are described in the business section as the flagship product of that series. Its other main revenue line is overseas warehousing and logistics services, which in 2025 was the larger of the two. The report states that products are sold mainly under its own brands with some ODM business, that manufacturing bases are in Ningbo, Guangxi and Vietnam, and that it serves the US market from its Vietnam factory. Which Manufacturer Types Supply the Rest of a US Office Package?
Most of what fills a corporate floor comes from private plants that each make one part of the package, and on a US project each type carries its own piece of the specification layer. - Panel-based workstation and benching plants. Open-plan systems, screens, worksurfaces and under-desk pedestals, every one a finished good containing particleboard or medium-density fiberboard. Evidence to request: the panel supplier’s TSCA Title VI paperwork for the exact board grade, a label sample, and the test report for the workstation model against the ANSI/BIFMA product standard the specification names.
- Steel storage and locker plants. Lateral files, tambour units, lockers and mobile pedestals in powder-coated steel; composite wood tops and inserts still need TSCA Title VI documentation. Evidence to request: the test report for the storage model against the standard named in the specification, and keying documentation where required.
- Private task seating specialists. Beyond the two listed chair makers above, many private plants make mesh and upholstered task chairs for overseas brands. The documents that matter are the ANSI/BIFMA X5.1 report for the exact model and, for any upholstered version, the 16 CFR 1640 label and the TB 117-2013 component reports behind it. A mesh chair with an upholstered seat is still upholstered seating under the federal definition.
- Lounge and collaborative seating plants. Sofas, modular lounge systems, booth seating and ottomans, all upholstered furniture under 16 CFR 1640. Where the project nominates a US contract fabric, the evidence has to be re-established for that fabric and foam combination. Evidence to request: the label sample, the TB 117-2013 component reports for the materials actually used, and the foam specification.
- Conference and executive casegoods plants. Veneer or laminate boardroom tables, executive desks and credenzas, where composite wood cores bring TSCA Title VI into play. Evidence to request: the panel supplier’s TSCA Title VI documentation, a finish sample for approval, and the drawing set for any table with integrated power and data.
How Do the Four US Requirements Map onto the Items in the Package?

What Should the Specification Fix Before Chinese Factories Quote?
Packages that go wrong at submittal stage usually went wrong at quotation stage. These items need a decision before the first factory sees the schedule.
- Model-level test evidence, not brand-level claims. Write the ANSI/BIFMA standard against each seating, desk and storage line and require the test report number and issuing laboratory with the quotation.
- The exact label wording for upholstered seating. The 16 CFR 1640 statement is fixed by the regulation and the label has to be permanent and on the product; ask for a label sample with the quotation.
- Panel grade and panel supplier for every composite wood item. Name TSCA Title VI in the specification and require the panel supplier’s documentation for the exact board grade.
- Fabric route. Decide whether the project nominates a US contract fabric to be shipped to the factory, or accepts a factory-sourced fabric that meets the named requirement.
What Gets Checked Before an Office Package Ships?

Frequently Asked Questions
Does 16 CFR 1640 apply to office chairs and lounge seating on a corporate project, or only to residential furniture?
The regulation defines upholstered furniture by construction, not by the building it goes into: indoor seating furniture, movable or stationary, with an upholstered seat, back or arm, manufactured, imported or reupholstered on or after 25 June 2021. Upholstered task chairs, conference chairs, sofas and booth seating on a corporate project fall within that definition, and the permanent label statement has been required since 25 June 2022.
Is a factory certificate enough to show ANSI/BIFMA X5.1 compliance for a chair?
No. ANSI/BIFMA X5.1 is tested per model, so the evidence a US specifier expects is a test report for the exact chair model being quoted, issued by a laboratory the specification accepts. A general statement that a factory works to BIFMA does not identify which model was tested.
Which office furniture items on a US project need TSCA Title VI documentation?
Any finished good containing hardwood plywood, medium-density fiberboard or particleboard: worksurfaces, desk tops, pedestals, storage carcasses, casegoods and table tops. No. TB 117-2013 is a smolder-resistance standard for cover fabrics, barrier materials, resilient filling materials and decking materials, and the bulletin states that its methods are not intended to measure performance under open-flame exposure. If a project specification requires open-flame performance for seating, that requirement has to be named and evidenced separately.
Do the listed Chinese office furniture companies hold BIFMA certification?
We do not state that any of them does. The 2025 annual reports of UE Furniture, Henglin Home Furnishings and Loctek Ergonomic Technology do not contain the word BIFMA, and we did not verify any entry for them in BIFMA’s own listings. Compliance on a US project is shown per model by a test report, so request that report for the specific model being quoted rather than relying on a corporate claim.
