Three Chinese office furniture manufacturers can be checked in exchange filings for a UK or European project: UE Furniture (SSE: 603600), Henglin Home Furnishings (SSE: 603661) and Loctek Ergonomic Technology (SZSE: 300729), and each of them also produces outside mainland China. The rest of a UK or EU office package is made by private factories, each focused on one product family. What decides acceptance on a European project is the standards layer: EN 1335 for office work chairs, EN 16139:2025 for visitor and lounge seating, EN 527 for work desks, EN 16121:2023 for storage, BS 7176 for upholstered seating in UK non-domestic buildings, and on EU projects the REACH formaldehyde limit and the EU Deforestation Regulation.
This guide is for developers, general contractors, builders, commercial project owners, interior design and construction companies and FF&E solution providers delivering offices in the United Kingdom and the European Union. It is the European counterpart of our list of office furniture manufacturers in China for US corporate projects, which works through the BIFMA, federal flammability label and TSCA layer instead. Editions and listings were checked on 25 September 2026.
Which European Standards Should an Office Furniture Schedule Name?
European office furniture standards are written product family by product family, and each states what it does not cover. A schedule that says only “to European standards” lets each factory pick its own reference. Current editions and scope wording, from the national standards catalogues:
| Product family | Standard and current edition | What its scope covers |
|---|---|---|
| Office work chairs, dimensions | EN 1335-1:2020+A1:2022 | Applies to office work chairs; specifies dimensions of three types of chair and the methods for measuring them. |
| Office work chairs, safety and durability | EN 1335-2:2018 | Safety, strength and durability requirements for office work chairs, based on use for 8 hours a day by persons weighing up to 110 kg. It replaced EN 1335-2:2009 and EN 1335-3:2009. |
| Visitor, conference, canteen and lounge seating | EN 16139:2025 | Safety, strength and durability of non-domestic seating for adults up to 110 kg, including office visitor chairs. It excludes office work chairs and does not cover flammability or electrical safety. |
| Work desks, dimensions | EN 527-1:2011 | Dimensions of work tables and desks for seated, sit-stand or standing office work; storage units and reception desks are outside it. |
| Work desks, safety and durability | EN 527-2:2016+A1:2019 | Safety, strength and durability of work tables; other tables in the office area are referred to EN 15372, current edition EN 15372:2023. |
| Storage, pedestals and lockers | EN 16121:2023 | Safety, strength and durability of non-domestic storage furniture. It superseded EN 14073-2:2004, the former office storage safety standard. |
| Upholstery ignitability, EU | EN 1021-1:2014 and EN 1021-2:2014 | Ignitability of cover and filling combinations under a smouldering cigarette (part 1) and a small flame (part 2); they test materials, not the finished chair. |
Two points in that table are easy to miss. The office work chair is split across two parts: EN 1335-1 fixes dimensions and EN 1335-2 carries the loads and cycles, so a report to one part does not show the other. And the chair across the desk is not an EN 1335 product at all: visitor chairs, meeting chairs and soft seating fall under EN 16139, whose 2025 edition replaced the 2013 one; our guide to EN 16139 strength testing for contract seating in Europe covers the edition change in detail.
Storage is the other gap: older specification templates still cite EN 14073-2 for office cabinets, a standard withdrawn and superseded by EN 16121:2023.
Which Chinese Office Furniture Makers Are Listed, and What Do Their Filings Show?
We name a company only when its listing is confirmed on the exchange’s own register and office furniture appears in the main-business-by-product table of its latest annual report. On 25 September 2026 we checked the Shanghai and Shenzhen exchange registers and the Hong Kong list of securities, then read each 2025 annual report. The order follows exchange code, not a ranking. None of the three 2025 reports mentions EN 1335, EN 16139 or BS 7176, so we make no European test or certification claim for any of them.
UE Furniture Co., Ltd. (SSE: 603600)
Listed on the Shanghai Stock Exchange main board since January 2015 and based in Anji, Zhejiang. Its 2025 main-business-by-product table carries office chairs as the largest line, then sofas, massage chair bodies, accessories, height-adjustable desks as a line of their own, and leisure chairs. The report describes production bases in China, Vietnam and Romania, says the Romania base has been producing since 2023 and supports expansion in European and American markets, and, using China’s office chair export figures under HS 940131 and 940139, notes that the United States’ share of China’s office chair exports fell from 31.4% in 2018 to 16.3% in 2025 while Europe’s share rose.
Role in a UK or EU office package: office work chairs, sofas and height-adjustable desks. Evidence to request: EN 1335-1 and EN 1335-2 reports for the exact chair model, BS 7176 composite evidence for upholstered models on UK projects, and written confirmation of which base (China, Vietnam or Romania) the quoted product is made in.
Henglin Home Furnishings Co., Ltd. (SSE: 603661)
Listed on the Shanghai Stock Exchange main board since November 2017 and based in Anji, Zhejiang. Its 2025 main-business-by-product table has five lines: office furniture, upholstered furniture, panel furniture, new-material flooring, and integrated home furnishings and other. Its system office section lists office, meeting and training desks and chairs, storage and movable partition systems, lounge furniture, and lighting and acoustic equipment, including products under the LO name. The report defines LO as Lista Office Group AG and its subsidiaries, describes manufacturing in China, Vietnam and Switzerland, and states that the company has local sales and service teams in the United States, Europe and Korea.
Role in a UK or EU office package: office seating, desking, storage and lounge pieces. Evidence to request: the EN report matching each product family quoted, formaldehyde test evidence for panel items on EU projects, and the production site for each range.
Loctek Ergonomic Technology Corp. (SZSE: 300729)
Listed on the Shenzhen Stock Exchange since December 2017 and based in Ningbo, Zhejiang. Its 2025 by-product table shows the ergonomic product series and overseas warehousing and logistics services; height-adjustable desks are the flagship of the ergonomic series, not a separate line. The report names manufacturing bases in Ningbo, Guangxi and Vietnam and FlexiSpot subsidiaries in the United Kingdom and Germany, and says products are sold mainly under its own brands through its own websites and e-commerce platforms, with some ODM business; that mix is worth knowing before treating it as a contract desking source.
Role in a UK or EU office package: electric sit-stand desks and frames. Evidence to request: EN 527-1 and EN 527-2 reports for the desk model, electrical conformity papers for the motors and control unit as the destination market requires, and formaldehyde evidence for the worktop on EU projects.

What Changes Between a UK Office Project and an EU Office Project?
The EN product standards are the same on both sides of the Channel; in the United Kingdom BSI publishes them as BS EN standards (BS EN 1335-2:2018, for example, is listed as current). What differs is the fire and chemical layer around them.
United Kingdom: non-domestic upholstery and BS 7176
The Furniture and Furnishings (Fire) (Safety) Regulations 1988 define the furniture they cover as furniture ordinarily intended for private use in a dwelling. Office seating falls outside that definition. For non-domestic seating, specifications use BS 7176:2007+A1:2011, which sets resistance to ignition by testing cover and filling together as a composite, with the tests carried out to BS 5852. Our article on which UK fire rules apply to upholstered furniture sets out where the domestic regulations stop, and our guide to UK furniture testing for projects sourced from China explains how accredited laboratories test to the BS EN series.
For a Chinese factory, that means fabric and foam are tested as a pair: changing either after approval means new composite evidence for the new combination.
European Union: formaldehyde and deforestation rules on wooden items
Two EU regulations reach the wooden and panel-based parts of an office package.
- Formaldehyde. Commission Regulation (EU) 2023/1464 added entry 77 to Annex XVII of REACH. After 6 August 2026, furniture and wood-based articles may not be placed on the EU market if the formaldehyde they release exceeds 0.062 mg/m³ under the test conditions in Appendix 14. Desks, pedestals, storage and tables built on particleboard or MDF are furniture within that wording. Our guide to the EU formaldehyde limit for furniture explains the evidence for the finished article.
- Deforestation. Annex I of Regulation (EU) 2023/1115 lists seats of wood under ex 9401 and wooden furniture under 9403 30, 9403 40, 9403 50, 9403 60 and 9403 91, and 9403 30 is the code for wooden furniture of a kind used in offices. As amended by Regulation (EU) 2025/2650, the main obligations apply from 30 December 2026, and the company that places the goods on the EU market files the due diligence statement. Our article on EUDR for contract wooden furniture covers geolocation and who files.
Both are EU instruments; a UK project team should confirm separately which domestic rules apply to the same goods.
Where Does the Rest of a European Office Schedule Come From?
The rest of the floor comes from private plants grouped by what they make, each answering to a different standard.
- Task chair specialists. Mesh and upholstered work chairs. Evidence to request: EN 1335-1 and EN 1335-2 reports naming the exact model, and confirmation that production uses the tested mechanism and gas lift.
- Visitor, meeting and café chair plants. Four-leg, cantilever and sled-base chairs. Evidence to request: the EN 16139:2025 report, with the test level stated where the standard sets one, and the EN 1021 or BS 7176 evidence for any upholstered seat pad.
- Soft seating and booth plants. Sofas, modular lounge, booths and ottomans. Evidence to request: EN 16139:2025 for the frame, BS 7176 composite evidence on UK projects or EN 1021-1 and EN 1021-2 on EU projects, and the foam grade used in that evidence.
- Desking and benching plants. Desks, bench systems and screens on particleboard or MDF. Evidence to request: EN 527-1 and EN 527-2 reports, and for EU delivery the formaldehyde test evidence for the finished item under Appendix 14 conditions.
- Metal storage makers. Pedestals, lockers, cupboards and filing units. Evidence to request: the EN 16121:2023 report for the storage model, with the test severity it was tested to.
- Meeting and boardroom table plants. Veneer, laminate and solid surface tables. Evidence to request: the EN 15372:2023 report, a finish sample, and for wooden items on EU projects the wood origin information the importer needs for its due diligence statement.
What Should the Specification Settle Before Chinese Factories Quote?
Four decisions belong at schedule stage.
- Standard, edition and test level on every line. Write EN 1335-2:2018, EN 16139:2025 or EN 16121:2023 against the item, not “EN compliant”, and state the test level where the standard sets one.
- The fire route for every upholstered item. For a UK project, state BS 7176 and the hazard category that applies to the premises. For an EU project, name the EN 1021 part or the national requirement the specification relies on.
- The fabric route. Decide whether the project nominates and ships the fabric, or accepts factory fabrics that already have evidence with the specified foam.
- Country of production. With listed makers producing in Vietnam, Romania and Switzerland as well as China, ask every quote to state where each item is made; it affects the test report and origin documents.
How Is a European Office Package Inspected Before Loading?
FBM Sourcing carries out one inspection by our own team at the factory after bulk production is finished, before shipment, with photo and video records, and the inspection report goes to the client before the balance is paid. On a European office package it compares shipped goods with tested ones: chair model and mechanism against the EN 1335 report, fabric and foam against the BS 7176 or EN 1021 evidence, and dimensions, finishes and hardware against the approved drawings and samples.
Sometimes, on a large project, the office furniture items alone fill full containers; sometimes the office furniture items share containers with the other product categories of the same project; and sometimes, in one batch, we combine a dozen or more product categories from several projects of the same client into a few containers — always full containers, and for us this is routine, well-practised work.
FBM Sourcing on UK and EU Office Packages
On UK and EU office work, FBM Sourcing is the sourcing partner in China. We match each line of the furniture schedule to a plant that specialises in it, collect the European test evidence for the exact models before quoting, manage samples, inspect once bulk production is complete, and consolidate into full containers. Quotations, invoices and shipping documents are issued by FBM Sourcing, and sea freight is quoted to you before shipment. Test reports come from the factories and laboratories that issued them; we make sure each exists for the scheduled model.

Frequently Asked Questions
Which standard applies to an office work chair in the UK and the EU?
EN 1335 in two parts. EN 1335-1:2020+A1:2022 sets the dimensions of office work chairs and how they are measured, and EN 1335-2:2018 sets the safety, strength and durability requirements, based on use for 8 hours a day by persons weighing up to 110 kg. A chair package needs evidence against both parts for the exact model quoted.
Is a visitor or meeting chair tested to EN 1335?
No. EN 1335 covers office work chairs only. Visitor, meeting and lounge seating falls under EN 16139:2025, which names office visitor chairs in its scope and excludes office work chairs. Neither standard covers flammability, so upholstered models also need the fire evidence the project specifies.
Which standard replaced EN 14073-2 for office storage?
EN 16121:2023. It sets safety, strength and durability requirements for non-domestic storage furniture and superseded EN 14073-2:2004, which covered the safety of office storage furniture. Specifications still citing EN 14073-2 should be updated before factories quote.
Does the EU formaldehyde limit apply to office desks and storage?
Yes, where they are made with wood-based panels. Under entry 77 of Annex XVII of REACH, furniture and wood-based articles may not be placed on the EU market after 6 August 2026 if the formaldehyde they release exceeds 0.062 mg/m³ under the test conditions in Appendix 14.
Have UE Furniture, Henglin or Loctek published European test certificates?
Not in their annual reports: the 2025 reports of all three do not mention EN 1335, EN 16139 or BS 7176, so we make no such claim, and European test evidence is issued per model, not per company. Request the report for the specific model being quoted, together with the production site where that model is made.
