AS 4586 Slip Ratings (P Ratings) for Australian Projects: How They Differ from R Ratings

AS 4586 is the Australian standard that classifies the slip resistance of new pedestrian surface materials in a laboratory before they are laid, and AS 4663 is the companion standard for measuring floors already installed. AS 4586 contains four separate test methods producing four separate scales — wet pendulum (P0–P5), dry floor friction (D0/D1), oil-wet inclining platform (R9–R13) and wet-barefoot inclining platform (A/B/C) — and the crucial point for anyone specifying tile from China is that a P rating and an R rating come from different machines and cannot be converted into one another. This guide explains what each method measures, which classification the Australian handbook recommends for each space, what makes a report valid for your batch, and how to write the requirement into a tile order. What Does AS 4586 Actually Test?

AS 4586 (Slip resistance classification of new pedestrian surface materials) is a set of laboratory methods, not a single number. A tile is sent to a laboratory, prepared to the standard’s cleaning procedure, and tested by whichever method suits the way the floor will be used. Each method has its own scale.

  • Wet pendulum (Appendix A) — P0 to P5. A weighted pendulum arm carrying a standard rubber slider swings across a wetted specimen; the loss of energy gives a mean slip resistance value (SRV), also reported as a British Pendulum Number (BPN). Slider 96 is used for shod conditions and Slider 55 where the standard calls for the softer rubber. The classification bands run P0 for an SRV below 12, P1 for 12–24, P2 for 25–34, P3 for 35–44, P4 for 45–54 and P5 above 54.
  • Dry floor friction (Appendix B) — D0 or D1. A motorised floor friction tester is drawn across a dry, clean specimen. A mean coefficient of friction of 0.40 or higher classifies the surface D1; below that it is D0. This is the method for internal dry areas such as lobbies and corridors.
  • Oil-wet inclining platform (Appendix D) — R9 to R13. An operator in standard footwear walks on an oil-covered ramp that is tilted until they lose grip; the mean acceptance angle gives the class. R9 corresponds to roughly 6–10 degrees, R10 to above 10 up to 19 degrees, R11 to above 19 up to 27 degrees, R12 to above 27 up to 35 degrees and R13 to above 35 degrees.
  • Wet-barefoot inclining platform (Appendix C) — A, B or C. The same ramp principle with a barefoot operator and wetting agent. Class A is achieved at a mean angle of at least 12 degrees, Class B at 18 degrees and Class C at 24 degrees. This is the method for showers, change rooms and pool surrounds.

AS 4663 uses the wet pendulum and dry floor friction methods on the floor in place, which is why a handover dispute is usually resolved with an AS 4663 result rather than the original AS 4586 certificate — the laid, grouted, sealed and cleaned floor is a different surface from the tile that left the kiln.

Why Can a P Rating Not Be Converted to an R Rating?

This is the single most expensive misunderstanding in Australian tile procurement, and it appears on schedules written by experienced designers. The two scales measure different things with different equipment under different contaminants.

  • Different origin. The R scale comes from the German DIN 51130 oil-wet ramp method, developed for industrial workplaces where the contaminant is oil and the operator wears heavy safety boots. The P scale comes from the pendulum method, which measures dynamic friction between a rubber slider and a water-wetted surface.
  • Different contaminant and footwear. Oil and boots versus water and a rubber slider. A deeply profiled tile that channels oil away can score R11 while its overall micro-texture gives only a middling wet pendulum result, and a fine-grained matt porcelain can test P4 while sitting at R10.
  • No conversion table exists. Neither AS 4586 nor SA HB 198 publishes an equivalence between P and R classifications. Any conversion chart circulating in a catalogue is the manufacturer’s own invention.
  • Both appear in Australian documents. The NCC slip resistance table and HB 198 list a P classification and an R classification side by side for each application. They are alternatives, not equivalents: the surface satisfies the requirement if it achieves either the stated P value or the stated R value, tested by the corresponding method.
  • Barefoot areas need the barefoot method. A P or R result says nothing about a wet-barefoot A/B/C classification. Shower bases and pool surrounds must be tested to Appendix C.

The practical consequence: if your specification asks for R11 and the factory supplies an R11 report from a European laboratory, you still have no P rating. If the Australian certifier or the project’s access consultant works from the P column, that container arrives with the wrong evidence attached to perfectly acceptable tile.

Which Classification Does Each Area Need?

Australian practice is to select by location, not to buy the highest number available. SA HB 198 (Guide to the specification and testing of slip resistance of pedestrian surfaces) sets out recommended minimum classifications by space type, and the NCC calls up slip resistance directly for ramps, stair treads and nosings in Class 2 to 9 buildings, with a classification stated for both dry and wet surface conditions. In NCC 2022 that table sits within the Part D access and egress provisions of Volume One; earlier editions carried it as Table D2.14, and the clause numbering changed at the 2022 renumbering. Confirm the exact cell against the NCC edition and handbook version your certifier works to; the shape of the recommendations is consistent:

  • External ramps and areas fully exposed to weather attract the highest shod classifications — typically P5 or R12, with steeper ramps at the top of the range.
  • Undercover external walkways, colonnades and covered entries sit a band lower, commonly P4 or R11.
  • Internal entry foyers are treated as wet where people walk in from outside — commonly P4 or R11 within the entry zone, dropping to P3 or R10 further inside.
  • Commercial kitchens and food preparation areas are at the top of the range, commonly P5 or R12, because the contaminant is grease as well as water.
  • Stair treads, landings and nosings are governed by the NCC table, which states a classification for the tread surface and a separate one for the nosing or landing edge strip, under both dry and wet conditions.
  • Showers, communal change rooms and pool surrounds are barefoot areas: Class B is the common recommendation for hotel and apartment shower floors, with Class C for pool ramps and steps leading into water.
  • Dry internal areas such as corridors and back-of-house circulation are usually satisfied by a D1 dry floor friction result or a modest P classification.

Higher is not automatically better. A P5 or R12 surface is aggressive to clean, holds soiling in commercial kitchens, and increases rolling resistance for wheelchairs and trolleys, which pulls against the smooth continuous surfaces required in accessible paths of travel under AS 1428. Specify the band the space needs and no more.

What Makes a Slip-Resistance Report Valid for Your Batch?

A classification belongs to a surface, not to a product name. The same body in matt, lappato, polished and structured finishes produces four different results, and the polished version of a P4 matt tile can fall to P1 or P2.

  • The exact product identity — model code, colour, size and finish — must appear on the report. “Same series, different colour” is not covered: pigment and glaze change the micro-texture.
  • The test method and slider must be stated: Appendix A with Slider 96 differs from Appendix A with Slider 55, and neither is Appendix D.
  • Laboratory accreditation. The report should come from a laboratory accredited for the method, with the endorsement shown. Factory letterhead recording an in-house pendulum reading is a production check, not evidence — see factory test reports vs accredited lab testing.
  • Date and batch. Glaze recipes, presses and kiln settings change. An old report on a product still in production should be backed by a current test on the batch you buy.
  • Post-treatment. Factory anti-stain and nano-sealing treatments, site sealers and grinding or honing after installation all change the surface. If the tile is sealed, the report must be on the sealed surface.

Where Do Chinese Tile Reports Fall Short?

Chinese porcelain factories test constantly, but for whichever market asks most often. The gaps on an Australian job are predictable.

  • R rating only. Most export ranges carry a DIN 51130 R classification because European buyers ask for it. There is no P rating in the file, and the factory will say the two are the same. They are not.
  • DCOF instead. Ranges built for the US market carry an ANSI A326.3 dynamic coefficient of friction result — a third scale again, with no conversion to P or R. The certificate may also cover the matt version while the schedule specifies the lappato version of the same code.
  • No barefoot testing. Wet-barefoot A/B/C classifications are rarely held because few markets outside Australia and Germany ask for them, yet shower and pool areas need them.
  • Outdoor pavers and stone assumed compliant. How Should Slip Ratings Be Written into a Tile Order?

Treat the classification as a purchase specification with its own acceptance criteria, like the rest of an imported package — see NCC/BCA compliance for building materials from China.

  • State both scales. Write the required P classification and the acceptable R classification, naming method and appendix for each. Never write “R11 or equivalent”.
  • Split the schedule by area. External paving, covered walkway, entry zone, internal dry areas, wet rooms, kitchens, stairs and pool surrounds each get their own line and classification — with Appendix C named for the barefoot areas — even where the same tile appears in several.
  • Require reports before production on the exact code, colour, size and finish, from an accredited laboratory, and make report approval a condition of release.
  • Lock the finish and keep control samples. Prohibit substitution of glaze, surface structure or factory treatment without a fresh test, and retain sealed reference tiles from the approved sample and production batch so an AS 4663 dispute traces back to a physical reference.
  • Brief the installer. Sealers, waxes and polishing compounds applied after laying undo the classification you paid for. Say so on the drawings, not only the tile order.
