Regulated products require a Product Certificate of Conformity (PCoC) issued by a SASO-approved certification body, plus a Shipment Certificate of Conformity (SCoC) for each consignment — both processed through the online SABER platform. For contractors and developers, the working rule is simple: the SCoC must be issued and linked to the shipment in SABER before the vessel arrives, or the cargo sits at Dammam or Jeddah while the paperwork catches up.

What Is SASO and How Does the Saleem Program Work?

SASO is the Saudi government body that issues national standards and product Technical Regulations. Under the Saleem program, every product imported into the Kingdom is classified as either regulated — covered by a specific Technical Regulation — or non-regulated. The classification decides which certification path you follow, who signs off, and what evidence the factory must produce.

For regulated products, conformity assessment must be performed by a SASO-approved certification body operating under the relevant Technical Regulation. The certification body reviews test reports against the applicable Saudi or international standards, checks labeling and documentation, and issues the PCoC through SABER. For non-regulated products, the importer files a self-declaration of conformity in SABER and obtains a PCoC without a certification body review — a faster path, but one that still carries legal responsibility for product safety.

One number every project team should internalize: a PCoC is valid for 1 year per product and per manufacturer, so a multi-phase project shipping the same specification across 14–18 months will need at least one renewal cycle built into the procurement schedule.

What Is the SABER Platform and Who Uses It?

SABER is the electronic conformity platform where the entire certification workflow happens: product registration, HS-code based classification, certification body selection, certificate issuance, and payment. There is no paper alternative — if a product and its certificates do not exist in SABER, the shipment cannot clear Saudi customs.

Access matters more than most exporters realize. SABER accounts are held by the Saudi importer of record, not the Chinese factory and not the freight forwarder. On design-and-supply packages where the contractor is also the importer, that means someone on the buyer’s side — or their agent coordinating with the customs broker — must register each product in SABER, select the certification body, and request the SCoC against the specific shipment before vessel arrival. Certificates issued in SABER flow electronically to customs through the Fasah platform, which is why a shipment with complete SABER records typically clears in a matter of days while one with a missing SCoC does not clear at all.

PCoC vs SCoC: What Is the Difference?

The two certificates answer two different questions. The PCoC says “this product, from this manufacturer, conforms to the applicable Technical Regulation.” The SCoC says “this specific consignment contains only products that hold valid PCoCs.” You cannot request an SCoC for a product that has no active PCoC, which is why the product-level certificate must always be secured first — ideally while the goods are still in production.

With complete test reports in hand, a PCoC is typically issued within 1–3 weeks; the SCoC, by contrast, is a per-shipment document generated against the commercial invoice and packing list, and it must be in place before the vessel arrives at the Saudi port.

Repeat shipments of the same products only need new SCoCs, not new PCoCs — a meaningful advantage on phased projects. Which Building Materials Need SASO Certification?

Most of what a commercial construction project imports from China falls under an active Technical Regulation, which means the full certification-body route rather than self-declaration. The main construction-relevant categories:

  • Building and construction materials — cement, ceramic and porcelain tiles, pipes and fittings, insulation, gypsum products and related materials fall under the building materials Technical Regulations.
  • Water products — sanitaryware, taps, mixers, valves and water-supply components, with water-efficiency requirements in addition to safety testing.
  • Electrical products — lighting, switchgear, appliances and low-voltage equipment, where SASO relies on IECEE CB scheme recognition: a CB test report and certificate to the relevant IEC standard is the core evidence a certification body works from.
  • Furniture — a Technical Regulation covers furniture categories, directly relevant to hotel and apartment FF&E packages.
  • Paints, coatings and glass — both covered by their own Technical Regulations, including limits on hazardous substances in paints and safety-glazing requirements for architectural glass.

Products under certain Gulf-wide technical regulations — notably low-voltage electrical equipment in the G-mark scheme — carry the Gulf conformity marking recognized across GCC member states, and electrical items destined for Saudi Arabia are commonly certified to IEC-based standards through that route. Classification is driven by HS code, so getting the HS classification right at RFQ stage, not at booking stage, is what keeps the certification plan honest.

What Documents Do Chinese Factories Need to Provide?

The certification body’s review stands or falls on the factory’s technical file. For a typical building-materials or FF&E package bound for Saudi Arabia, expect to assemble:

  1. Test reports to the applicable Saudi standard or the referenced international standard (IEC for electrical, ISO/EN-based methods for many materials), issued by an accredited laboratory and matching the exact model numbers being shipped.
  2. Ingredient and material declarations — required for paints, coatings, adhesives and some plastics, where the Technical Regulations restrict hazardous substances.
  3. Arabic labeling — product markings and consumer-facing information must include Arabic; labels are checked at certification and can be checked again at the port.
  4. G-mark documentation where the product falls under a Gulf technical regulation, such as low-voltage electrical equipment.
  5. Commercial documents for the SCoC stage — invoice, packing list and manufacturer details that match the registered products exactly.

The most common failure mode is not a failed test — it is a mismatch: a test report covering model A while the order ships models A, B and C, or a report referencing an outdated standard edition. Test reports commonly need to be no more than 1–3 years old depending on the certification body’s rules and the regulation involved, so “the factory has a certificate” is never sufficient due diligence — someone has to open the file and check scope, models and dates against the actual order.

How Long Does SASO Certification Take — and How Do You Keep It Off the Critical Path?

The well-established planning facts: with a complete test-report package, a PCoC is typically issued in 1–3 weeks; if products must first be tested to Saudi or IEC standards, add the laboratory’s testing queue on top. The SCoC is then issued per shipment and must be in SABER before the vessel arrives — with sailings from South China to Dammam or Jeddah generally running 3–4 weeks, there is enough water time to issue an SCoC after departure, but none to fix a missing PCoC.

That is why the sequencing rule on Saudi-bound packages is fixed: certification starts when the purchase order is placed, not when the goods are ready.
