Manufacturer Types Behind Most Cold Room and Refrigeration Orders

Cold room panel and door plants

• What they make: PU or PIR sandwich panels with cam-lock or tongue-and-groove joints, floor panels, profiles and doors.
• Regulatory facts: EN 14509:2013 covers metal-faced sandwich panels, counts PIR as polyurethane and includes panels for cold store applications, while panels sold as part of a cold storage room kit fall under ETA-Guideline 021. In the United States, 10 CFR 431.306 requires walk-in wall, ceiling and door insulation of at least R-25 for coolers and R-32 for freezers, and freezer floor insulation of at least R-28.
• Evidence to request: fire test or classification reports for the panel as built, R-value by thickness, the blowing agent, and door and joint details.

Condensing unit and unit cooler assemblers

• What they make: air-cooled condensing units, compressor racks and ceiling unit coolers.
• Regulatory facts: Regulation (EU) 2015/1095 sets ecodesign requirements for air-cooled low and medium temperature condensing units, but not for units sold with an evaporator, such as split units. For US walk-ins, dedicated condensing systems and unit coolers must meet minimum annual walk-in energy factors, and evaporator fan motors under 1 horsepower and below 460 volts must be electronically commutated or 3-phase.
• Evidence to request: refrigerant and charge per circuit, compressor make and model, capacity at the site’s design ambient and room temperature, and defrost type.

Display cabinet makers

• What they make: multidecks, island freezers, serve-over counters, beverage coolers and ice cream cabinets.
• Industry facts: AUCMA’s annual report, citing industry research, says China’s light commercial refrigeration sales volume grew 3% in 2025, with domestic sales at 56% of the market and remote display cabinet sales value up 9.6%. EU Regulations (EU) 2019/2024 and 2019/2018 have set ecodesign and energy labelling rules for refrigerating appliances with a direct sales function since 1 March 2021.
• Evidence to request: energy label or registration by model, rating plate refrigerant, and whether each case is self-contained or remote.

Kitchen and food-service refrigeration makers

• What they make: stainless steel reach-ins, undercounters, prep counters, blast chillers and ice machines.
• Regulatory facts: Regulation (EU) 2015/1095 covers professional refrigerated storage cabinets and blast cabinets, and Delegated Regulation (EU) 2015/1094 labels storage cabinets; saladettes are excluded from both. US standards in 10 CFR 431.66 exclude salad bars, buffet tables and chef bases.
• Evidence to request: energy data by model, sanitation certification for US projects, and the electrical safety report.

Which Refrigerant Rules Decide What Can Be Installed?

Refrigerant cannot be changed after equipment is built, so check it first:

• European Union: Annex IV of Regulation (EU) 2024/573 has prohibited self-contained commercial refrigerators and freezers containing HFCs with a GWP of 150 or more since 1 January 2022, and any self-contained refrigeration equipment other than chillers using fluorinated gases of GWP 150 or more since 1 January 2025, unless safety requirements at the site require them. Commercial multipack systems of 40 kW or more have been held below 150 since 1 January 2022, except the primary circuit of cascade systems, which may use gases below 1,500. Other refrigeration equipment, apart from chillers, has been barred from fluorinated gases of GWP 2,500 or more since 1 January 2025, except equipment cooling products below -50 °C, and the limit falls to 150 from 1 January 2030. Foams other than XPS containing HFCs of GWP 150 or more have been prohibited since 1 January 2023 unless national safety standards require them, which matters for panel cores.
• United States: under 40 CFR 84.54, stand-alone retail food refrigeration units and foam products, including commercial refrigeration foam and sandwich panels, may not be manufactured or imported with HFCs of GWP 150 or more since 1 January 2025. For installed systems, remote condensing units in retail food refrigeration may not use refrigerants of GWP 1,400 or more from 27 July 2026, supermarket systems from 1 January 2027, and cold storage warehouse systems may not use 700 or more from 27 July 2026, with limits of 150 or 300, depending on charge size, from 1 January 2032.

The EU regulation’s recitals name CO2, ammonia and hydrocarbons among natural alternatives, and Bingshan, Moon, Snowman and Square Technology all report CO2 or ammonia products. EU equipment containing fluorinated gases must carry the Article 12 label showing the gas, quantity and GWP.

Energy, Safety, Hygiene and Panel Evidence by Market

IEC 60335-2-89:2019 covers commercial refrigerating appliances and ice-makers, including those using flammable refrigerants and R744, but not industrial refrigerating systems or split systems with more than 150 g of flammable refrigerant in any circuit. The North Carolina code requires foam plastic in cooler and freezer walls to have a flame spread index of 25 or less and a smoke-developed index of not more than 450 when tested at a minimum 4-inch thickness, with metal facings and sprinkler protection; our overview of fire rating standards for building materials and finishes explains these test families.

For Australian projects, refrigerated display cabinets, drinks cabinets, ice cream freezer cabinets, scooping cabinets and refrigerated storage cabinets fall under the Greenhouse and Energy Minimum Standards (Refrigerated Cabinets) Determination 2024; icemakers, vending machines and saladettes are outside it. The GEMS Act 2012 prohibits supplying an unregistered covered model, and also the first commercial use of an unregistered model not supplied in Australia, which catches cabinets a project imports for its own use.

What Goes Wrong Between the Drawing and a Working Cold Room?

• Floors: a freezer on a ground-bearing slab needs floor insulation and heating or ventilation beneath it, or the ground freezes and heaves.
• Joints, doors and drains: unsealed joints and penetrations let moist air in to form ice; freezer doors need heated frames, drain lines need heating, and freezer rooms need pressure relief ports.

How Are Cold Room Panels and Refrigeration Units Shipped?

Panels travel flat with joint edges protected and labels keyed to the layout drawing; units and cabinets travel upright and braced. Sometimes, on a large project, the refrigeration units and cold room panels alone fill full containers; sometimes the refrigeration units and cold room panels share containers with the other product categories of the same project; and sometimes, in one batch, we combine a dozen or more product categories from several projects of the same client into a few containers — always full containers, and for us this is routine, well-practised work.

Evidence to Request Before Ordering

1. Refrigerant declaration per model and circuit: gas, charge and GWP, checked against destination rules and dates.
2. Energy evidence: EU label and product information, DOE certification data or GEMS registration.
3. Electrical safety report to IEC 60335-2-89 or UL/CSA 60335-2-89 for the exact model and voltage.
4. Sanitation and food-contact evidence to NSF/ANSI 7 or Regulation (EC) No 1935/2004.
5. Panel documents: core type, blowing agent, thickness, R-value, fire reports and facing specification.
6. Room drawings showing panels, doors, relief ports, floor build-up, units and drains.

Can a self-contained commercial freezer using an HFC be sold into the EU?

Not if the gas has a GWP of 150 or more: Regulation (EU) 2024/573 has prohibited such self-contained commercial refrigerators and freezers since 1 January 2022, with the same limit extended to all fluorinated gases in self-contained refrigeration equipment other than chillers from 1 January 2025.

What insulation do walk-in cooler and freezer panels need for US projects?

Under 10 CFR 431.306, walls, ceilings and doors need at least R-25 for coolers and R-32 for freezers, and freezer floors at least R-28, while building codes also set fire performance requirements for the foam plastic.

Do display cabinets imported for an Australian project need registration?
