China’s hotel mattress and bedding supply chain splits into three separate industries that project buyers routinely treat as one: mattress manufacturing, home textile production for linen and top-of-bed, and filled-goods production for pillows and duvets. They sit in different provinces, are dominated by different companies, and carry different certification requirements — which is why a single “bedding package” enquiry usually needs to be broken into three before it can be priced accurately.

This article maps where each is made, how the export categories are classified, which compliance requirements bind at destination, and the trade and sourcing shifts that have reshaped the mattress category since 2019. What Does the Hotel Bedding Package Actually Consist Of?

  • Mattress and base: pocket spring, bonnell spring, foam, latex or hybrid construction, usually on a divan base or platform. Made by mattress factories.
  • Mattress protector and topper: a separate purchase with its own laundering and fire requirements, frequently forgotten at brief stage.
  • Linen: sheets, pillowcases, duvet covers. Woven textile production, and the highest-volume repeat purchase in the package because it is replaced on a laundering cycle rather than a furniture cycle.
  • Top-of-bed: bed runners, throws, decorative cushions. Design-led, low volume, often made by the same factories as linen or by soft-furnishing workshops.
  • Filled goods: pillows and duvets, classified and priced by fill type and fill weight rather than by size.

Only the mattress is a furniture-line item. The rest is textile procurement, which is why a hotel bedding package quoted as one figure usually hides the fact that four different production types were assumed.

Where Is Each Category Manufactured?

  • Mattresses — Guangdong, Zhejiang and Jiangsu. China’s largest mattress producers are publicly listed and their scale is independently verifiable: Sleemon (Shanghai Stock Exchange 603008), Healthcare Co. / MLILY (Shanghai Stock Exchange 603313), De Rucci (Shenzhen Stock Exchange 001323) and Kuka Home (Shanghai Stock Exchange 603816). Between them they cover spring, foam, memory foam and hybrid construction, and several operate overseas plants as well as domestic ones.
  • Linen and home textiles — Nantong, Jiangsu. The Diesqiao market cluster in Nantong is the largest home textile trading and production concentration in China and the default starting point for woven bed linen at project volumes.
  • Filled goods — Jiangsu, Zhejiang and Anhui, with down and feather processing historically concentrated in specific county-level clusters and synthetic fill production more widely distributed.
  • Top-of-bed and decorative — Zhejiang and Guangdong, generally at smaller scale and often through soft-furnishing workshops rather than large plants.

How Are These Products Classified for Export?

Bedding falls largely under HS heading 9404, which is worth knowing because it determines duty treatment and because it is how you look up current trade figures for yourself:

  • 9404.21 — mattresses of cellular rubber or plastics, whether or not covered. This is where foam and memory foam mattresses sit.
  • 9404.29 — mattresses of other materials, which covers spring and hybrid construction.
  • 9404.40 — quilts, bedspreads, eiderdowns and duvets.
  • 9404.90 — other articles of bedding including pillows and cushions.
  • Chapter 63 (6302) — bed linen, which is textile rather than bedding-article classification, and is duty-treated differently in most destinations.

What Changed in the Mattress Category After 2019?

Mattresses from China have been subject to US antidumping measures since 2019, followed by proceedings covering a broader group of supplying countries. Three consequences are visible in how the category is now supplied and are directly relevant to a project buyer:

  • Production capacity relocated. Several of the largest Chinese producers built or acquired plants outside China — in Southeast Asia, Europe and the United States — specifically to serve markets where the Chinese-origin product carries duty. The company you are speaking to and the country of manufacture are now separate questions.

  • Non-US markets were largely unaffected. For projects in Australia, the Middle East, the UK, Europe, Africa and Latin America, Chinese mattress supply remains straightforward, and the domestic Chinese production base has continued to expand alongside a large domestic hospitality market.

Which Compliance Requirements Bind at Destination?

  • United States: mattresses must meet 16 CFR Part 1632 (cigarette ignition resistance) and 16 CFR Part 1633 (open flame). These are mandatory federal requirements, not optional certifications, and they govern the mattress as a finished assembly — a compliant core with a non-compliant cover is not a compliant mattress. California projects additionally engage TB 117-2013 on upholstered components.
  • United Kingdom: BS 7177 sets ignition-source hazard levels, with contract and hospitality use falling at a higher level than domestic. See fire safety and compliance certificates for hotel FF&E.
  • Australia and New Zealand: AS/NZS 3744 covers ignitability of bedding assemblies, with additional labelling expectations depending on the product.
  • Textile and content labelling: fibre content, care labelling and country of origin marking are destination-specific and are a common source of last-minute rework at port.
  • Fill and foam claims: down and feather fill class, fill power and cleanliness, and foam density and emissions claims all have testable bases. Ask for the test report and its scope rather than accepting a category description — and check that the report covers the product actually offered.

What Should a Project Buyer Specify?

  • Mattress: construction type, spring count and gauge or foam density by layer, comfort level, height, edge support, cover fabric with its fire treatment, and the base type. Specify a comfort target rather than a brand equivalent, since brand-equivalent claims are not verifiable.
  • Linen: weave (percale or sateen), composition, thread count or GSM, finished sizes against your actual mattress heights, hem construction, and the number of laundering cycles it must survive. Industrial laundering is the real durability test for hotel linen and is far harsher than domestic washing.
  • Filled goods: fill type, fill weight per item, shell fabric and construction, and whether pillows are supplied in soft and firm pairs.
  • Par levels: hotel linen is bought in multiples of the room count — typically three or more sets per bed to cover in-use, in-laundry and reserve. A linen quantity that matches the room count exactly is under-ordered.
  • Volume planning: bedding is bulky and light, so mattresses are volume-constrained rather than weight-constrained in a container. See 40ft container CBM and weight limits.   • Repeat supply: linen and protectors are consumables. Archive the approved specification so a second-year replenishment matches the original rather than being re-specified from a sample that has been through 200 wash cycles.

How Should the Package Be Split for Enquiry?

The practical structure is three enquiries rather than one: mattresses and bases to a mattress producer, linen and top-of-bed to a home textile supplier, and filled goods to a filled-goods specialist — then consolidated into one shipment. That is more coordination up front and materially better pricing, because each supplier is quoting what it actually makes rather than marking up two categories it buys in.
