Hospitality procurement companies come in three commercial forms, and the difference between them is not the service list on the website but who they contract with, whose name is on the purchase order, where their income comes from and who is responsible when a product arrives wrong. A purchasing agent contracts with the hotel owner, places orders in the owner’s name and is paid a disclosed fee by the owner. A buying group or group purchasing organisation contracts with suppliers, aggregates the volume of many hotels and is funded mainly by those suppliers. A China sourcing partner contracts with the project company, issues the quotation and the shipping documents in its own name, is paid by the client, and carries the responsibility for the goods it delivers. Once those three mechanics are clear, most of the confusion in this category disappears.
This comparison is written for hotel owners, developers, general contractors and FF&E solution providers deciding how to structure procurement on a project or a portfolio. It compares models, not companies, and it does not rank anyone.
Why We Compare Models Rather Than Publish a Ranked List
The purchasing agents and buying groups that serve the hotel industry are, almost without exception, private companies. Their contract volumes, member counts and supplier programmes are not disclosed in any form that can be verified from outside, and a ranking built on their own case-study pages would be worth exactly what it cost to compile. The commercial mechanics of each model, on the other hand, are written into their contracts and do not change from one firm to the next. A buyer who understands the mechanics can evaluate any company in the category; a buyer holding a list cannot. We also do not think a China sourcing agent should be publishing verdicts on the purchasing firms it sometimes works alongside — so we explain the three models, say plainly which one we are, and leave the choice of individual firms to you.
The Three Models in One Paragraph Each
Purchasing agents
An owner-side purchasing agent — in the US often described as a fiduciary FF&E purchasing agent — is appointed by the hotel owner for a specific project. It develops and manages the FF&E budget, bids the designer’s specification to suppliers, issues purchase orders in the owner’s name, tracks deposits and balances, expedites production, arranges freight and warehousing and coordinates installation. Its compensation is a fee agreed with the owner and disclosed in the contract. It does not take title to the goods and does not manufacture. The model is described in detail in owner’s rep fiduciary FF&E purchasing agent vs China sourcing agent.
Buying groups and group purchasing organisations
A buying group aggregates the purchasing volume of many member hotels — independent properties, management companies, sometimes entire brands — and negotiates programme pricing with suppliers across categories such as food and beverage, linen, amenities, cleaning supplies, MRO and selected capital items like mattresses and televisions. Members buy from programme suppliers at the negotiated price. The group is funded mainly by supplier fees and volume rebates, sometimes supplemented by a member subscription. It does not run a project-specific bid, does not take title, and is built for repeat operational spend rather than for a one-off construction package.
China sourcing partners
A China sourcing partner — the term buyers search for is usually China sourcing agent — is engaged by the project company to execute the capital package at the factory end: shortlisting the factory that actually runs the production line for each product, quotation, sampling and finish approvals, production follow-up, inspection at the factory by the partner’s own team with photo and video records before shipment, consolidation of several factories into full-container loads, export documents and shipping. It is paid by the client. At FBM Sourcing the terms are fixed: all quotations, invoices and shipping documents are issued by FBM Sourcing — you deal with us, and we carry the responsibility. For suppliers you nominate, we charge a 5% commission; for products we source for you, we quote a direct price.
Side by Side: Eight Commercial Mechanics
| Mechanic | Purchasing agent | Buying group / GPO | China sourcing partner |
|---|---|---|---|
| Who is the client | The hotel owner, per project | Member hotels, per portfolio | The project company (owner, developer, general contractor, FF&E solution provider), per project |
| Whose name is on the purchase order | The owner’s | The member hotel’s, with the programme supplier | The sourcing partner’s, with the factory; the partner then invoices the client |
| Where the income comes from | A disclosed fee from the owner | Mainly supplier programme fees and rebates | The client: a 5% commission for client-nominated suppliers, or a direct price on partner-sourced products |
| How the price is formed | Competitive bid against a specification, usually among suppliers and dealers in the owner’s market | Pre-negotiated programme price based on aggregated volume | Quotation from the factory that runs the production line, built from the BOQ or room schedule |
| Who holds title in transit | The owner, from the supplier | The member hotel, from the supplier | Per the shipping terms, with the partner’s own documents covering the consignment |
| Who inspects the goods | Relies on the supplier’s own inspection report | Not part of the model | The partner’s own team, in the factory, before shipment |
| Who answers for a defect at destination | The supplier under its warranty; the agent manages the claim | The programme supplier | The sourcing partner, as the issuer of the documents |
| Typical scope | FF&E, often OS&E, for one project | Operational supplies; selected capital items | FF&E, fixed FF&E and building materials for one project, full-container volumes |
The row that decides most projects is the one on income. A model funded by suppliers is optimised for the supplier’s volume; a model paid by the owner is optimised for the owner’s specification; a model paid by the project company and carrying the documents in its own name is optimised for the goods actually arriving as ordered. None of these is wrong — they are built for different budgets.

Where Each Model Is Strong, and Where It Runs Out
Purchasing agents
- Strong: budget discipline, contract administration in the owner’s jurisdiction, a single accountable party in the owner’s time zone, and installation coordination.
- Runs out: at the factory gate in China. Most purchasing agents bid to dealers and manufacturers’ representatives rather than to the factory that runs the production line, and few have their own inspectors on the ground. On a package with significant China-made content, the agent either accepts the supplier’s inspection or brings in a China-side partner.
- Evidence to request: the fee basis and its exclusions; the proportion of the last three projects sourced directly from Chinese factories versus through intermediaries; and who inspected those goods.
Buying groups and GPOs
- Strong: repeat operational spend where aggregated volume genuinely moves the price — food, linen replacement, amenities, chemicals, standard MRO.
- Runs out: at anything custom. A buying group cannot bid a designer’s guest-room scheme, cannot source a fire-rated door schedule, and has no mechanism for sampling, factory inspection or multi-factory consolidation. Programme pricing on a standard mattress is real; “procurement” of a bespoke FF&E package through a GPO usually means a referral to a supplier.
- Evidence to request: the category list actually on programme; how savings are measured and reported; and whether a member can buy off-programme without penalty when a capital project needs a specification the programme does not carry.
China sourcing partners
- Strong: factory-line pricing across every category in the package, in-factory inspection by the partner’s own staff, consolidation of a package that in practice comes from five or more factories in three or more production clusters, and a single set of documents in the partner’s name. A serviced-apartment package of furniture, doors, kitchens, bathrooms and tiles is the typical case.
- Runs out: at the owner’s authority and at the destination. The partner prices options; it does not decide the budget or substitute a product without written approval. It ships to the destination port; installation, warehousing and the owner’s contract administration stay with the owner, the general contractor or the purchasing agent. It works at full-container scale — project volumes, not sample orders or LCL groupage. Who does what on the China end is set out in your eyes and representative in China.
- Evidence to request: whose name the quotation and shipping documents will be issued in; whether inspection is done by the partner’s own staff; and references from project companies in your market.
Three Facts That Settle More Arguments Than the Fee Does
- A hotel package is never one factory. Guest-room case goods, seating, mattresses, doors and sanitaryware are five production lines run by five different companies, typically across Guangdong, Zhejiang and Jiangsu. Whichever model is used, someone has to consolidate them; the question is only whether that someone is in the factory or at the other end of an email chain.
- The specification stage decides the outcome, not the model. A purchasing agent bidding a loose specification and a sourcing partner quoting a loose BOQ produce the same problem: quotations that are not comparable. What a China quotation must contain to be comparable is set out in what a BOQ-based quotation from China includes and excludes.
- Programme risk sits in approvals and the calendar, not in production. Sample rounds, finish approvals and the Chinese New Year shutdown govern a hotel package’s duration far more than the factory’s production time, and no model removes them.
Which Model Fits Which Situation?
| Project scenario | Which model fits | Why | What would change the answer |
|---|---|---|---|
| Portfolio of operating hotels renewing supply contracts | Buying group / GPO | Aggregated repeat volume is exactly what the model is built for | A capital renovation inside the portfolio needs a different model for that scope |
| New-build full-service hotel, custom FF&E, owner without procurement staff | Purchasing agent + China sourcing partner | Owner-side authority and contract administration at home; factory execution and inspection in China | If the owner’s development team runs procurement, the partner works with it directly |
| Serviced apartments or extended-stay: FF&E plus doors, kitchens, bathrooms, tiles | China sourcing partner, directly with the developer or general contractor | It is the only external model covering building materials and FF&E in one package | A lender requiring a home-market fiduciary on the FF&E budget adds a purchasing agent |
| Franchise conversion on a brand deadline | Brand programme, supplemented by a purchasing agent | Approved kit and brand inspection constrain the choice | A sourcing partner can price factory-direct alternatives for brand approval |
| Standard mattress or TV replacement across many hotels | Buying group programme | Standard product, repeat volume, no customisation | A custom mattress specification for a flagship property moves it to a project model |
| Single-category custom package from one factory that runs the line | Direct purchase, with a sourcing partner for inspection and documents if the factory is in China | No consolidation needed; inspection still is | Adding a second category brings back the consolidation problem |
Where FBM Sourcing Fits
FBM Sourcing is the third model. We are the China sourcing partner for developers, general contractors, builders, commercial project owners, interior design and construction companies and FF&E solution providers, working either alongside an owner-side purchasing agent or directly with the project company. We are not a buying group and we do not sell to individual homeowners. Each product line is bought from the factory that runs that production line, inspected by our own team before shipment, and consolidated into full containers under documents issued in our own name. For hotel and apartment developments see FF&E procurement China, and for the agent-selection question specifically, Chinese sourcing agent for hotel developers and contractors.

Frequently Asked Questions
What is the difference between a hospitality purchasing agent and a buying group?
A purchasing agent is appointed by one hotel owner for one project, bids the specification, places orders in the owner’s name and is paid a disclosed fee by the owner. A buying group aggregates the operational spend of many member hotels, negotiates programme pricing with suppliers and is funded mainly by those suppliers. The first is a project service; the second is a volume programme.
Can a buying group procure the FF&E for a new hotel?
Generally not in the way a project needs. Buying groups carry standard capital items such as mattresses and televisions on programme, but they do not bid a designer’s specification, do not sample, do not inspect in the factory and do not consolidate multiple factories. A custom FF&E package needs a purchasing agent, the owner’s own team, a China sourcing partner, or a combination.
Is a China sourcing partner the same as a purchasing agent?
No. A purchasing agent works in the owner’s market, places orders in the owner’s name and takes no title. A China sourcing partner works at the factory end, issues the quotation and the shipping documents in its own name, inspects with its own team and carries the responsibility for the goods. On a large custom project the two are often used together.
How does FBM Sourcing charge?
All quotations, invoices and shipping documents are issued by FBM Sourcing — you deal with us, and we carry the responsibility. For suppliers you nominate, we charge a 5% commission; for products we source for you, we quote a direct price. What that fee covers is set out in what a China sourcing agent’s fee actually covers.
