A practical way to choose between China sourcing agents for a commercial building project is to score each candidate against the same weighted checklist instead of comparing quotes alone. The scorecard below uses 20 checks across six categories — legitimacy, project capability, technical drawings, quality control, commercial transparency and communication — with a 100-point total. Any agent scoring under 70, or failing one of the four disqualifier checks, should not be shortlisted for a hotel, apartment, school, office or other commercial project, no matter how attractive the price looks.

1. Legitimacy — 15 points
- Registered Chinese company with a verifiable business licence (5 pts) — ask for the licence number and check it, not just a brochure
- Physical office in a sourcing hub such as Foshan or Guangzhou for building materials and furniture (5 pts) — verifiable on a video call, not only a map pin
- Years of operation and named references from completed commercial projects (5 pts)
2. Project Capability — 20 points
- Has delivered your project type before — hotel, apartment building, school, office fit-out (8 pts)
- Multi-category coverage — can handle doors, windows, tiles, cabinetry, sanitary ware, lighting and furniture under one contract instead of only one product line (7 pts)
- Consolidation capability — own or partnered warehouse to combine 10+ factories into synchronized container loads (5 pts)
3. Technical Drawings — 15 points
- Reads CAD files, shop drawings and BOQs and answers a technical test question correctly (8 pts)
- Coordinates factory production drawings for custom millwork, joinery, doors and windows and sends them back for your sign-off before production (7 pts)
4. Quality Control — 20 points
- Staged QC process — material check, in-process inspection and pre-shipment inspection, with photo/video reports (8 pts)
- Accepts independent third-party inspection — QIMA, SGS, TUV, Bureau Veritas or Intertek, paid by you and reporting to you (8 pts) — disqualifier if refused
- Ties balance payment to inspection results, not to factory self-reports (4 pts)
5. Commercial Transparency — 15 points
- Declared fee model — a stated service fee or commission, not margin hidden inside unit prices (6 pts) — disqualifier if they claim to be “free”
- Factory invoices visible to you on request (5 pts)
- Contract in writing covering scope, lead times, defect liability and re-work responsibility (4 pts)
6. Communication — 15 points
- Responds within one business day with substance, not pleasantries (5 pts)
- One named project manager as your single point of contact (5 pts)
- Asks clarifying questions about your BOQ before quoting — an agent who quotes a 200-line BOQ overnight without questions is guessing (5 pts) — disqualifier if they quote instantly with no questions

What Score Is Good Enough to Shortlist an Agent?
As a working rule: 85–100 means shortlist and proceed to a paid sample or trial order; 70–84 means proceed only if the gaps are in low-risk areas such as response speed, not in QC or transparency; below 70 means do not award the project. Score at least two or three agents with the same sheet — the spread between candidates is usually more revealing than any single score.
What Disqualifies a Sourcing Agent Immediately?
Four checks override the total score. Walk away if an agent: refuses independent third-party inspection such as QIMA or SGS during factory QC; claims to work for free while refusing to show factory invoices; cannot read your CAD files and shop drawings for custom items; or returns a full quotation on a complex BOQ overnight without a single clarifying question. Each of these predicts exactly the failure mode — hidden margins, wrong specifications, uninspected defects — that costs commercial projects the most money to fix after delivery.
Why Score Instead of Comparing Quotes?
Quotations from Chinese suppliers are only comparable when specifications, certifications, packing and inspection terms are identical — which they almost never are at first pass. A low quote with no QC stage and no drawing review is not cheaper; it just moves the cost to the defect and re-work stage after the containers land. The scorecard forces the comparison onto the factors that determine the delivered outcome, which is how evaluating a China sourcing agent differs from evaluating a price list.
